Emilio Aguinaldo was a revolutionary leader
who was contacted by Dewey while waiting for 20,000 American troops to sail
from San Francisco to the Philippians to help them fight the Spanish.
Aguinaldo had already staged an attack
against Spain, but it did not go well at all. He later started a rebellion
against Spain in 1896. Even though Dewey took control of many Spanish islands.
